Cosmic is an 8x multiplier with three routes. You can buy the Cosmic Spray from the Gear Shop for $25T, pull it from the Composter, or trade 25,000 Plant Tokens for it in the Plant Rush event shop. No weather event rolls Cosmic, so those three are the only sources.
